Subject: First appeal against the decision / inaction of the Public Information Officer

Sir / Madam,

I, Alex Morgan, the appellant, filed an application under Section 6(1) of the Right to Information Act, 2005, bearing RTI/2026/1187 dated 12/03/2026, with The Public Information Officer, Revenue Branch. The PIO replied on 05/10/2026, but the reply does not satisfy the requirements of the Act.

Grounds of appeal:
The PIO has not supplied points 1 and 2.

I therefore request you to allow this appeal and to direct the Public Information Officer as follows:
Direct the PIO to supply the complete information free of cost.

A copy of my original application, the PIO's reply (if any) and proof of posting are enclosed. I also request a hearing before the appeal is decided, and that the appeal be decided within the period given in Section 19(6).

If the PIO is silent, incomplete or refuses, the Act gives you a first appeal to a senior officer in the same office. File it within 30 days of the reply (or of the day the reply was due).

How to write RTI First Appeal Format (Section 19(1))

  3. List the documents you attach and keep a copy with the office's receiving stamp.
  4. Note the date you filed it - many offices must reply within a fixed time.

The officer with authority over the matter - for example the Station House Officer for a police complaint or the Principal for a school request. Use the designation, not just the name.
