How do I check if a cell is blank with IF?

Use =IF(C2="",0,D2) or =IF(ISBLANK(C2),0,D2). The first also treats a formula returning "" as blank.

Why does IF return FALSE?

You left out value_if_false. =IF(D2>50000,"High") returns FALSE when the test fails; add a third argument, e.g. "Low" or "".
