MAX and MIN in Excel - highest and lowest value

MAX returns the largest number, MIN the smallest. With several arguments they compare them, e.g. MIN(D2,15000).

How do I find the maximum with a condition?

In Excel 2019 and 365 use MAXIFS, e.g. =MAXIFS(D2:D51,C2:C51,"Jaipur"). MINIFS works the same way for the lowest value.

Does MAX ignore text and blanks?

Yes, when given a range MAX and MIN ignore text, logical values and empty cells. If the range has no numbers they return 0.
