Why an exact size?

Most compressors offer "low / medium / high" and leave you guessing. Indian government and university portals don't work that way — they state a hard number ("photo must not exceed 100 KB", "upload under 200 KB") and reject anything over it, however slightly. This tool takes the number instead of a vague quality setting, and gets as close under it as it can without wasting quality you didn't need to lose.

Common questions

Will the quality get ruined?

Only as much as the target forces. The tool spends its budget on quality first — it searches for the highest JPEG quality that still fits under your number, and only starts reducing the pixel dimensions if even the lowest quality can't get there. For a typical photo going to 100 KB you'll see almost no difference on screen.

My form wants a size range, like 20–50 KB. Will this work?

Yes. Set the upper number as your target. If the result lands below the range's floor, use the Exam Photo & Signature Resizer instead — it takes both numbers and guarantees the file lands between them, which is what those portals actually check.

What happens to a multi-page PDF?

Every page is re-rendered as an image and rebuilt into a new PDF at the quality needed to hit your target. That means the result is a picture of your document — the text in it is no longer selectable or searchable. For a form upload that's normally fine and it's the only way to hit a hard size limit; if you need the text to stay real text, use the regular Compress PDF tool instead.

Is my document really not uploaded?
